Textboxes in Word Document

Hi - I have just been handed a very lengthy form - which in the past was printed and filled in by hand but now needs to be made into a template. The problem is that the user wants to have tabbable text boxes on the document itself. I can add textboxes but there doesn't seem to be anyway to set a tab order (this only seems to be available when using forms which the user does not want). Is there anyway that this can be archived or is there a better way of doing this altogether? It is important that the form does not change i.e. data input needs to be restricted to a certain length. TIA
