I have an image with a text wrap which affects a block of text as I want it to. I now want to place another text box on top of my image, but not have the text be affected by the image's wrap.

Can you specify whether certain text boxes wil be affected by an image's text wrap?

Found it!

it's called "Ignore Text Wrap"

"In some cases, you'll want to turn off text wrap in a text frame. For example, you may want one text frame to wrap around an image, but you want a different text frame to appear within the image. You can select the Ignore Text Wrap option for the text frame that should appear over the image.

To ignore text wrap for a text frame:
Select the text frame, and then choose Object > Text Frame Options.
Select Ignore Text Wrap, and then click OK
