Text Wizard Does Not show up in ADP

I am trying to make a schema file for a query that I have but I cant get the Export text wizard to a appear. this was working before but now it does not Instead a Encode as Dialog shows up instead.

I can use this wizard in Mdb files that I have but not this current adp that I am working on. Is there a setting to turn this back on. I bad reference that I have checked?

I have search And found others with this problem but no solution.
