does anyone know of a COM object that allows you to convert text to speech on the fly, hopefully converting it to mp3? something a bit like would be ideal.

text to speech COM object?

You could use the microsoft agents and set dynamically what they were supposed to say (ie the text that is being typed or what not), I am not sure about saving it as an mp3, I haven't heard of any (free) objects out there that will do this yet.
