Text on top of an image - new to indesign

hmmm....... If I right click on the text frame and then selet text frame options, there is a check box down in the corner for "ignore text wrap" I have thtis unchecked but The text still does not appear on top of the image.
AM I doing thtis correctly?

You need to have Ignore text wrap ticked on
Click on the Picture, not the text box.
then go to window>Type & Tables>text wrap or command+t. and turn it off
