Is ther a way in straight HTML to place text on top of an image without the image being a background image?

Not in straight HTML, but if you're pretty confident that your audience will be using 4.0+ browsers, you can use cascading style sheets and positioning to achieve this. Refer to for more information. The particular property that you should look into is the z-index property.

You can set the image as the background of a table or a cell within a table. Either way you'll want to set the height & width to the same size as your image to prevent it from tiling.

Cullen, that's what I'm doing now. The problem is that the edges of the cell image have to match the page background image to make the effect invisible. I prefer to have a page background, lay images on it, then lay links on top of that.

I'm pretty new to web authoring and haven't learned much about style sheets yet, so I'll have to do some studying to use sophisticate's solution. Good thing I like to read....:)
