text mysteriously blocked

In a small text frame, my text disappears when I move the frame to its proper position. A little above or below, it reappears. I've run into this problem in two other places in complex documents; found no solution. In this case, the frame is within another text frame, and overlaps a page number frame and a margin line. Ignore text wrap is on. A little out of place it's fine, but when I position it properly (which is right on top of the margin line) the text disappears. What might I be missing?
 
In the text frame, right click (cmd click on mac) and go to Text Frame Options, click the Ignore Text Wrap at the bottom of the dialog box.
 
Thanks. I've checked this several times. "Ignore text wrap" is checked for the text frame in question, and that doesn't clear up the problem. That's why it's so vexing for me.
 
You say it's a frame inside a frame, is "ignore text wrap" on both frames?
 
Ignore text wrap is not checked for the underlying frame because the text in this frame needs to wrap around the frame in question. I have put this frame on a new layer on top of all others; this makes no difference in the way it behaves. Still, when the frame overlaps the margin line, as it must for proper position, all text disappears. (Which is not to say that the position relative to the margin line is the cause.)

Click the text box with the direct select tool, the black arrow.

On the paragraph panel

(windows>types and tables>paragraph)

On the bottom right of the panel, there are two buttons.

Click the one on the left.

If you hover over it it should say "do not align to baseline grid".

Done.
