Text in formulas 1

OK, I feel silly asking this because I've used text in formulas dozens of times, but this one just won't work for me. I have 2 date fields (FRM_DATE and TO_DATE) that I want to insert the word "to" between. I used this formula: {FRM_DATE}+" to "+{TO_DATE}, but CR tells me I need a number after the "+". As I said, I've used this syntax in many other reports with no problems.
