Text frame - verticaly justification problem

Hi,
I want select the text frame VERTICALY JUSTIFICATION ALIGN to "justify" but I cant do this because I have pictures at the same page with text wrap (if I select "ignore text wrap" on text frame options - everything ok). Text frame and Pictures is in diferent layers.
Who knows the way how I can do this???
