Text frame paragraph format (Frame 7.2)

I thought this would be simple, but . . .

All I want to do is place a text frame callout on top of a graphic. The frame is filled with white to make the text legible. I have no problem getting the frame in place, but formatting it properly is eluding me. The top line of text is placed right at the top of the text box. I have tried using a custom paragraph tag for it, but no luck. The tag correctly applies left and right margins, but adjusting the Above Paragraph spacing has no affect.

What am I missing?
 
Above paragraph formatting does not work for the first line at the top of a page or apparently a text box. Try placing your cursor at the beginning of the line and hit enter.
