Text-File Device Drivers

I wrote faq102-6944 with an example of a text-file device driver. I know I brought up a comment about trying to make one at one time, but I got one worked out, and with the seeming lack of good examples posted online I thought I would post this one.

In the process of the program I free and allocate the console twice. Normally you wouldn't do that and would place it outside of the Assign codes, but doing it that way helped demonstrate what you're supposed to do with each (and if you were to only write, you could use this code and be fine).
