Text documents- how to simple things?

How can I go about adding/removing text from diffrent lines of a text file? I've seen a few of the commands in source code for diffrent programs, but don't know how to use them. I'm 13 and a half year old who is freeked out about making a Quake2 log "processor" (yeeeeh, database builder...whatever ;) and server file settings editor... A lot of reading and writing from exact text lines. Thanks a whole ton,

Heh, forgot to say some stuff:
I'm using the VB6 working model (I'll try to find a nice guy to compile my "oh so powerful master program" I guess)
I'm very new to VB6, but I'm not afraid of it, when I was 10 I started learning DOS's Qbasic and after ignoring it for a year, finally became a complete Qbasic master at about 12 (Oohh lots of power I had then). So that explains I know about the "basics", strings, arrays and all that good stuff.

I might as well ask about how much the "entry-level" VB6 is since I never checked it out, VB6 is not cheap enough :)
