Text Boxes Jumping

I try to move a text box by tapping it down and sometimes the text won't move down with each tap of the arrow key, but jumps a couple picas after I tap several times (even though the red text box is moving, the actual text doesn't).

I tried turning off "snap to grip" but that didn't help. There's definitely no text wrap that is affecting the text either. It's frustrating because I want the text to be in an exact location and it will only let me place it in large intervals -- any help? Thanks!
 
Check Preferences/Units and Increments

Look at Cursor. The default that's set with an ID install is .0139 in. If you increase that the box will jump further. Decrease and it goes less.

Using OSX 10.3.9 on a G4
 
Select everything in that area and make sure there isn't some invisible object with a text wrap.
 
Sounds more like the text is set to align to a baseline grid, and that you have a baseline grid set up for the page. Check your paragraph "spacing" options.
