Testing Internet connection speeds

Hi all! I am trying to find an accurate method to test/varify Internet connection speeds. Background: Recently my cable connection got very slow but the AT&T Tech said that the PING showed very good latency, <50ms and said that my connection was up to their specifications. I say latency is not a conclusive measurement of bandwidth. I use a web site, to test download speeds, from what I can see this is very accurate. I test my modem and get 50kbps download on a 50K connection. My cable used to get 1.5kbps but now is at <150kbps. Nothing changed at my end. Any ideas or comments? How can I tell the tech that his PING test does not reflect my problem?
