Testing Exch 2003

I installed a 2003 exchange server over a month ago and it was sending/receiving mail fine (DC/GC role). Now there is no mail sent/received. I have log files as if transactions were being processed but no mail. All services are running with no errors. When testing using telnet, I get 'Queued mail for delivery' instead of just sending the message. Any ideas?
