Anyone have some good boiler plate for Terms of Service or Terms of Use to make an owner of a web site totally off the hook for anything harmful a user might do?

doubtful, Every country/stste has different laws/rules on many different subjects, and every subject is different.

The website owner/hosting provider can be held responsible in some case as the publisher of the material. So a disclaimer or TOS agreement is not neccessarily going to be sufficient protection.

What kind of harmful things are we talking about here? Maybe you should search out some similar sites and see what wording they use. If you're looking for any kind of assurance, though, you need to talk to a lawyer instead of a bunch of techies.

Chris's point about jurisdiction is a good one, and I've heard that (in the UK) many legal disclaimers are worthless anyway - if you're responsible for something, you're responsible. Saying that people, say, eat in your dangerously unhygenic restaurant "at their own risk" won't help you.
