Terminal Sever "Shut Down" feature

I am running a windows 2000 terminal server. When logging on as a user you have the option to log off or shut down. Obviously, I don't want the people being able to shut down the server, so how do i get rid of this feature? Please Help.

Is that user part of the admin group ? I only get the shutdown option if I'm logged in as admin. None of my users (including management) can shutdown the server. If the user in question is not part of the admin group, look at your group policies.
