Terminal Services Slow Connection

I have a windows 2003 server which is attached to a domain controller used exclusively for terminal services. When I use remote desktop from a client computer, it takes a terribly long time to connect and the connection often breaks up. But once it is successfully connected, it can be used smoothly. I used some free online resource to check the broadband bandwidth and found it okay.

Any suggestion?
