Terminal Services Problem

I have one server runing windows 2000 sp3 with terminal services instaled in aplication server mode. When the workstations logs on, the server stops responding and gives the information tha not have memory to run the all the commands.
This problem start when i have to format and reinstall windows 2000 server because a disk failure, before this hapen the system was working fine.

The server is a Pentium III 1 GHz with 512 Mb Ram and 1 x 40 Gb for Operating System and 2 x 20 Gb (mirror) for Data.
the workstations (4) are Pentium III 800 with 128 Mb ram and hdd 20 Gb. The network is 100 mbps.

Please help.
