Terminal Services Licensing problem 1

Our terminal server crashed, I got a new server and up and running. I am trying to add the license server and am getting a message
the following servers specified in the license server dialog box are not valid windows server 2003
and
cannot find license server

I have tried the registry entry and changing it in Active Directory to no avail. I need to get this server up and running as the license server in order to activate it.

Any help or assistance would really be appreciated.

Did you removed the old one from AD and any service records it had from DNS?

duh? I didn't install the terminal server licensing.

I would put the TS license server on a DC. TS's can come and go but DC's are forever!
