Terminal Services License issue

We have two domains, domain A and domain B (a test domain for a proof of concept project). There is no trust between them and they use thier own dns servers and niether domain had dns entries for one another. Domain A as a TS license server on it. We pointed some servers in domain B to the TS license server in Domain A and added that server to the host file on the domain B servers. its connects just fine and sees the licenses but when we close the management console it loses connection and when we open it again it says there is no license server available. Do the servers trying to connect to the license server need to be in the smame domain as the license server?
 
I have used TS for 4 years and attempted this in trial and no luck. The best environment is keeping the license sever on the same domain.
