Terminal Services Licencing Server Issue

Can someone give me a good explanation why a Terminal Services Licencing server needs to installed on a Domain Controller and not a member server.

Why is this the case? If you can let me know of any relevent doco it would be much appreciated...

It doesn't. My main server is a SBS 4.5 server and my 2 2000 servers are members of the Domain from the NT server, and I have TS running on both of the 2000 servers, one in administrative mode, and the other in application mode with 20 CALS.
