Terminal Services and the APM

There has to be a fix to allow Terminal Service users of Windows 2000 to be able to see advertised programs from the SMS server on their client box. The APM is working fine if you are on the console of the client box, but if some remotely logs into the client box using Terminal Services (no matter what mode, app or admin) they can't view APM programs. Even the icons don't show up in the control panel.

why is this and please tell me there is a fix. If not why would this be? We have boxes in another state in a data center that are remotely administered. I know about the SMS remote control and it is installed but it really limits our organization.
