you must install the software under the username you want it to be for.
Here is one way that i have used
IE: you want to install pac-man for user jjones
<---dont enter change user install mode-->
1.change permisions for jjones to enable installation(local administrator)
2.install the software and run it
3.change permissions of jjones back to original
4. you might need to change the permisions of a few DLL's afterward Doomhamur

Another method, which may not be as secure but provides more flexability:
1.) Install app as admin in install mode (change user /install from the command prompt - or Add/Remove Programs)
2.) Return to Execution mode if you enterted install mode (change user /execute from command prompt) and reboot if the app requested you
3.) Open Windows Explorer and browse to \Documents and Settings\All Users Manipulate the Desktop and Start Menu folder contents as you see fit. For example, I usually move the shortcuts placed in this directory to the single user's profile that I want to have access.
This method works best if you have strict policies that don't allow browsing to system executibles. It also allows you to add users in the future if you need to by simply adding short cuts.
