The terminal server cannot issue a client license!! Why not?
I bought 5 TSCAL, but someone I need to access our system keeps getting this message. I have tried from home and it works fine...Please can someone help...
What does it say in the license server? How many licenses are available for TS? What type of client is trying to access and getting denied? Win 2000, 98, XP?
The client is using WINDOWS 2000, when they try and connect they get that message "The terminal server cannot issue a client license" I get the same in the event log on the server. I bought 5 licenses, I dont understand why it wont issue her a license, she is the only one attempting to go in at the moment so there are plenty of licenses available. Should I reactivate the license server?
Nothing, it just says unlimited licenses, there are 4 licenses that have been issued to machines which dont need the licenses any more, I thought that once the machine disconnects the license is then available for another user?
Interesting. Doesn't show your TSCALS which means it might no be activated correctly. TSCALS are issued to clients for 90 days with SP3 loaded. Without SP3 or SP2 with the TSCAL license fix CALS can't be released and are given to clients on a permanent basis. The only way to get them back would be to call Microsoft Licensing Desk and get a new activation number and load SP3 before hand.
XP and Win 2000 have TS licenses built in so that shouldn't be the issue. Are you sure you loaded the TS Licensing in the Add Remove / Windows Components? If so are you running the TS in application mode or administrator mode?
Yes I am running in application mode, I had a warning a couple of weeks ago that the 90days was almost up, thats why I activated the license server. I recieved a confirmation that I had my licenses but I wasnt given a serial key, because they said I didnt need one, is this true? How does the server know I have licenses? Your help is truly appreciated.
You have to register your license server with a serial number. So you have to plug in the CAL license and they are suppose to give you an activation number / serial number. Just make sure SP3 or the TSCAL fix if you are running SP2 is loaded so that the licenses expire.

I am running SP2 on the server. I dont understand why others can get in but this person cant, she used to be able to get in. Its driving me mad....Im sure Im supposed to install the license packs, but I wasnt given any serial numbers...do I need them? or is it OK if the server is activated?
Read this and this is the tscal fix. Notice that you will probably have to load this and then reinstall your license server by calling Microsoft so that the licenses will expire.
You should be aware that once a user gets a TS license, they have it permanently. TS CALs are nto for concurrent users. Or in more layman's terms they work first come first served. I had a circumstance where some users who were authorized for TS Access used their home machines to access the server. They were then issued a laptop. That single user was tying up 2 licenses. Microsoft has no way to release an individual license or to revoke a license. If you call in they will issue you a replacement free of charge (they say on a one time only basis but I doubt they can enforce that due to the way they implemented this feature).
I also want to point out that just because you have Win2K or WinXP clients does NOT mean you don't need a TS CAL. Microsoft requires a CAL for these clients too. There was a brief time between Win2K and Win2K3 that Microsoft would provide a free upgrade on the CALs, many people interpreted this grace period as nothing needed to be changed. 6 months later their TS farms would not work.
Back to your problem, you say you purchased 5 CALs. You should have receieved some proof of that and that paperwork should provide an Agreement Number and and Authorization Number. You will need to do the following in Terminal Serivces Licensing.
1. Right click on your server. Choose Properties.
2. Click the Licensing Program tab.
3. Select Microsoft Open License Program.
4. Check the other settings on other tabs to be sure they are correct and click OK.
5. Right click on your server. Choose Install Licenses
6. The wizard should be easy to follow from there.
Make sure you are installing the CALs on a Domain Controller and not on the Terminal Server itself (unless it is a DC)
I can get as far as activating the server, with my authorization number, but thats it, it then asks to install the client license packs, I dont have a serial key (Which its asking for), the company sais they are not required?
besides, 1 still have a license remaining, why cant the server issue this? I also cannot find a number anywhere to contact microsoft for reissuing the TSCALS?

That is not true. With SP 3 or the TSCAL update that has been fixed. M$ got tired of having to fix these issues when hard drives went bad and licenses were tied to a specific PC that no longer worked or was just being used to test a TS connection.
Current Behavior
TS CAL tokens are issued for each device, and are stored locally on each device that connects to a Windows 2000 Terminal Server. If a device loses this TS CAL token through hard disk failure, clean reinstallation, or other method, the TS CAL token remains assigned to that device. The only way to recover this TS CAL token is to place a phone call to the Microsoft Clearinghouse. The telephone number is (888) 571-2048.
Enhanced Behavior
An expiration period has been added to each TS CAL token that is issued. This expiration period is a random number of days between 52-89 days of issuance. When a client connects to a Terminal Server, this date is checked. If the expiration is within 7 days, the Terminal Server connects to the License Server and renews the TS CAL token, giving it another expiration period of 52-89 days. If the License Server is not available, the TS CAL token functions as normal, with the Terminal Server attempting to replace it at each login. Upon expiration, the License Server returns any TS CAL token that has not been renewed to the group of available license tokens.
For example, an unlicensed device connects and receives a TS CAL token with an expiration period set at the maximum of 89 days. The device's operating system is then reinstalled. The device then connects again. Because no other TS CAL tokens are available, the device is issued a temporary TS CAL token so it can connect for 90 days. On day 89, the original TS CAL token is returned to the group of available licenses. The next time this device connects, the Terminal Server presents the device with the full TS CAL token that was returned to the group of available license tokens.
With the addition of these fixes, it should not be necessary to call the Microsoft Clearinghouse to recover lost license tokens. If a device loses its license token, the administrator can be confident that license tokens that are issued after the enhancement was installed will be recovered automatically.
Whoever is telling you that a serial number is not required is full of it. Microsoft offers several licensing programs and each may have a different number, for example if you have an Enterprise Agreement (EA) you would need that instead of the Authorization Number and Agreement Number combination. But each licensing method has some form of validation. You should have received an official certificate showing that you own 5 CALs. Even when you buy a product like SBS that comes with 5 User CALs bundled, you still get the certificate showing that those 5 are legal.
You say you have 1 CAL remaining but that you have not installed any CALs so how do you figure? I can't see what you see, so help me understand what you are looking at in TS License Manager and I'll try to help you figure it out.
The only problem is that you needed to load that TSCAL fix or SP3 before you activated. That means now if one of your PC's dies that after you reload you won't ever be able to get that CAL back without calling Microsoft to reissue everything again.
Guys i read thru this whole thread. I have a similar problem although not to the dot. I use terminal services. I have TS licensing installed. I have 10 licenses and all are issued. Some are issued to dead machines. I had previously installed the TS licenses hotfix. Recently i bought a few new thin clients for my company. Today I installed 20 new licenses. The terminal server licensing shows these 20 new licenses, all available but when I try to connect the new thin client, it says " Terminal server cannot issue a client license" WHat do i do? How do i reset everything including the old licenses so I can start afresh and have all licenses issued afresh? Pls help. thanks.
