Terminal Service Confusion

We have a 2003 server that seems to become really confused at times when it comes to remote desktop / TS sessions. Randomly, I'll come in to work, and I can't log into the server, even locally. According to TS Manager, it seems that there is a disconnected session that will not let go. I have to log it off from a TS manager MMC, then wait about 1/2 hour, then I can log in. Has anyone seen this before? Can I fix this somehow?
