terminal servers

We have installed windows 2000 terminal server it is in the testing stage now. We will have about 60 clients out of the 2000 clients in our domain that will be using the terminal servers the clients are at different sites all running nt40. Our PDC is NT4.0 When locking down the clients is it best to use poliedit or can I use group policy? Is there a site where it will explain how to install the policy.
