The two are independant of each other, but I suggest that all Servers have at least the Administrative level of Terminal Services running for the admins. (LAN only).

The two are independant (you can run one without the other). If you installed RRAS while the user was online, it's highly possible that some configurations would change thus not leaving the user the ability to reconnect. In fact, rebooting is a must when installing RRAS, even if M$ says you shouldn't.
Once you rebooted, you must make sure your TCP IP settings are correct, because that COULD cause trouble between your RRAS and your Terminal Services if they were using the same range of addresses for example... I'm not even sure if Win2K would allow you to use the same addresses in RRAS and TS, but for the sake of argument, it would be a cause for your user not being able to connect... BUT, you can still run Terminal Services without RRAS and vice-versa.
