Is a user allowed when logged on thru RDP to terminal server to take control remotly of another user on terminal sever?

Yes. If they have the rights to do so. On my network, I connect to the TS via RDP and as I am not affected by the remote group policy (i.e. locks everything down) I can use the TS Manager and take control of another users session.
