Can an XP (or 2000 pro) workstation be setup as a terminal services server or be remotely managed in a similar fashion (with Microsoft products)?

As a server no, however in XP you can use remote assistance to remotely administer a machine.
I would suggest RealVNC or TightVNC
They are free, small and work across all major platforms.
