what is the minimum requirement to run a terminal server...would you be able to turn your old desktop into one? or would it be wise to have a newer computer (faster) as a terminal server?

If you were only going to run a couple of specific apps on it and not have more than a few user on at once, you could probably repurpose a desktop. In 2001 I used a 1999-era high end workstation as a TS for about 8 users who used it for Outlook and in-house apps and it ran fine for 2-3 more years under that sort of load. It really depends on what apps will be used.

RAM will be highest priority, followed by processor as far as your main needs in most situations.
