I need restrict users to only be able to see their applications when they are connected by Terminal Server. They mustn't see other applications. How can I do it?

You can use GPO to redirect the Start Menu to a customized menu. Or you could publish the applications and give the user TS shortcuts to each application. From the user perspective, the apps will look like they are running locally and they will not be able to explore on the TS server.
It isn't part domain. It doesn't have an Active Directory.
If I use GPO, when I change something to restrict access, it does for user that I want, but it does also for Administrator user. When can I do to it doesn't change to Administrator user?

Yarka, you need to read about setting GPO security. You can restrict who a GPO is applied to.
For publishing an applicaiton, take a look at ALL of the tabs on the Remote Desktop client before you log in. You will see there is a place to specify what applications to start.
