Terminal server users opening JPG file error

Strange permission error for non-admin users. Open (double-click) a JPG or TIF and associated application opens but displays error message that file or part cannot be found. Open file again with application already open and all is well. Re-installed Photodraw (change user run as needed)and verified associations. No Joy.

Ideas?
