Terminal Server user unable to add printer 1

I am running TS on a windows 2003 R2 server. This particular user can add some printers but not others, This user is the one of two who cannot add some printers (From a Print server).
I get the message "you do not have sufficient access to your computer to connect to the selected printer".
I have double checked group policy, compared it with the local security policy, checked the security settings on the shared printer to no avail. The group policy is setup so that users cann add printers and install device drivers. Would someone be able to assist?
