Terminal Server User Access problem - again!

This is a W2K3 terminal server that has been running just fine until this morning (it's a Monday!). Now we're getting this message:

"To log on to this remote computer, you must have Terminal Server User Access permissions on this computer. By default, members of the Remote Desktop Users group have these permissions. If you are not a member of the Remote Desktop Users Group or another group that has these permissions, or if the Remote Desktop User group does not have these permissions, you must be granted these permissions manually."

I have gone through the threads here. It may have been a licensing issue as this is a somewhat recent new server. Fixed that--pointed it at my licensing server.

Went to Access this computer from the network -- added Domain Users

Went to Allow log on through terminal servers -- made sure that Domain Users were on the list.

Added Domain Users to Remote Desktop Group.

Made sure that My Computer/Properties/Remote had Enable Remote Desktop checked.

Can not logon with Domain Admin account.

What am I missing?

I guess I did all the right things, just didn't wait long enough. Just checked and it works like it's supposed to.
