Terminal Server screen Refresh

Question: Is there a way to increase the refresh rate of screen information?

Equipment: 3.2GHz 4 dual core procs., 32 GB memory, RAID 10 disk array, Windows 2003 64-bit, 100MB fiber pipe. 5-10 users. "CAD like" software

Problem: Obviously the system is more than strong enough to do anything 10 people would want and from a performance view, it is fantastic BUT, the users still complain about speed. When pressed for a description of the issue I always get that when moving an image, it is choppy.

Is there a way to give the image component of Terminal Services more bandwidth to help reduce this choppy effect?
