Is there any way to enable Remote Desktop/Terminal Server to accept more than 2 connections on a Windows 2003 server?

You can use the servername /console switch to get a console session that will give you three sessions, otherwise you need to licence a full terminal server.

Change it from Administration mode to Application Mode. Administration Mode doesn't allow you to do more then a couple connections.

Otherwise, you will need licenses. (Based on the OS you are using to connect to the terminal server)
