Terminal Server question about disconnected sessions

We have a windows 2003 server shop. We also have server member servers we RDP into. Sometimes we can't because we have disconnected terminal service connections still hanging. What is the best way to resolve this issue..?

1) just to go Terminal services mgr and log the disconnected session off.

2) Set the GPO for terminal services (keep alive) to maybe 5 mins. If I go with setting the GPO where should I set it, the Domain Level or Domain Controller level?

All input is greatly appreciated!!!
 
Sounds like a training issue to me. That used to happen a lot here until I cracked down on the admin's.

IN the rare instance that it does happen, we take the #1 route above.
 
You can disconnect/logoff sessions trough Terminal Service configuration, set value thr and you are done.
