Terminal server print permissions

Users have 3-tray network HP printers. Clients have manage printer permissions locally. Terminal server autocreates printer but only shows 2 trays.
I would like to have them auto create with all trays. Also, I would like to give the users manage printer permissions to their auto-created printers without making them print operatiors. I recall the ability to change the TS default print permissions on NT4 but can't find it here.
We're not using mandatory profiles.

To rephrase the questions - In previous versions of TS (NT4 for example), whatever paper trays were available to the user on their PC's local print driver were available on the TS auto-created driver. Additionally, I could set default permissions for TS autocreated printers and give a group the "manage printer" permission without making them print operators. This allowed them to manage the device config of their auto-created print driver without allowing them to add printers manually, or access other users' auto-created printers.
The local printer settings have 3 paper trays available but in TS only 2 are translated. Additionally, the users cannot add the tray manually as they do not have permissions.
Any insight resolving this is appreciated
