Terminal Server, multiple "Language bars" appear on taskbar?

We've got a W2k3 TS farm (both Citrix and std W2k3 terminal servers) with several group policies which load different desktops for the various departments.

The forest has no service pack applied whereas the TS boxes have SP1 installed, applied quite recently.

A week or two back we noticed some user's apps, when minimized or not, collect up next to the Quick Launch area on the taskbar and the user has to scroll through them individually. I fooled around with our policies and disabled those entries which deny modifications to the taskbar. Thereafter I found that there are at least three instances of the Language Bar active on the taskbar, and for some or other reason they've been squashed up to the left, thereby squashing the programs and forcing them to scroll.

It appears to be that when a client logs onto the TS farm from a different client device, it adds a new language bar to the profile, and since the policy denies changes to the taskbar these toolbars get stuck in a sense.

Now that the policies have been changed, users can rectify this themselves, but does anyone have any ideas on how to stop these language bars from building up in the first place, apart from disabling the feature (our people need to be able to interchange between US and US-international formats)?
