Terminal Server maximum User

Hello

I have installed Windows Terminal Server on SBS 2003.

I need three Users to log on to the server. However, only 2 users can log on concurrently, not three. Why is that? Is there any setting which limits this to two users?

I have already installed 5 User CAL licenses
 
For remote administration, that is the number Microsoft chose. There is no way around it, unless you pay for the Terminal Services application mode licensing.
 
I don't know if this is supported in SBS, but in Windows 2003, you can have two standard RDP connections plus one remote console connection. I use the Remote Desktops applet available in Windows 2003 Admin Pack (instead of the regular RDP connection applet). This allows direct access to the server console via RDP. Hope this helps.
