As about licenses, there is an entire philiosphy and new things added by Microsoft in this product.
First is that TS-CALs are linked to the client machine, and they are not part of the server licenses pool as for other services.
All client computers require TS-CAL.
Another license is the desktop license. Imagine that you have Windows98 and you are opening a TS session. In the TS session you have a Windows2000 running, so this is another license that you need. The right to use the Windows2000 on your client computer.
Windows2000 Prof. and XP Prof. don't neeed such desktop license. But XP Home needs it since is not part of the Win2000 family.

If you can be sure all your clients are 2k and XP, then all you need to do is activate the server before 90 days, once you put in app mode, don't need to buy any cals.
