Terminal Server cannot find TS License Server

I have a situation where the Terminal Server (2000 Member Server Running Citrix) cannot find the Terminal Server Licensing Server (A Domain Controller using Active Directory with DNS integration). I have a few users that cannot connect (Error 1004 in the event log). Which means that the terminal server cannot issue a client license because it cannot locate the license server.
I do not know why it cannot find the license server. It has been activated and is seen in Active Directory DNS.

Any thoughts or ideas on how to get the Terminal Server to see the License Server would be greatly appreciated!
