Terminal Server and Shutdown Button GPO

Hey guys, I was reading up on a getting a GPO so users connecting to a terminal server wouldn't have the option to see the shutdown button. From what I understand this is a user policy, but if I apply this policy to users won't this effect users on all the machines they log into not just the terminal server. How to I remove this just for when they login into the terminal server? Do I just have to go in and do a local gpo instead of one through AD?

I have, but the shutdown button is on the user settings. So therefore I have to apply it to a user gpo correct?
