terminal server 2012 - desktop issue

Just completed the 2012 TS server install and published a few apps to test. First issue, an error "This theme can't be applied to the desktop" try clicking a different theme. Server has the desktop experience installed, all patched, and no group policies were applied yet.

Any help would be greatly appreciated.
