Terminal Server 2003, mstsc, win98 and Alt+tab

We use terminal server 2003 with various clients connecting via the remote desktop client mstsc.exe.
When editing the client connection on windows 98 under the local resources tab the Keyboard section is greyed out meaning ALt+tab can't be used within the remote desktop session.
Can we get around this ?
