If you are looking for a means to have dial zero routed differently based on tenant you're out of luck. The 3300 does not have tenant routing. The tenanting on the 3300 just differentiates devices for night service.

This "0" dialing is not really part of the phone system. It is one of the features of embedded voicemail application running in the same box. Embedded voicemail is a cheap solution for SMB with pretty good basic functionality. For advanced features you need to have some other voicemail or dedicated auto-attendant application. 6160 IQ server can do what you are requesting, but it's like using machine-gun for killing flys in the room.
BTW this is not the first time people asking this question. I'm wandering who would buy let's say a little appliance for $700-$800 which can implement basic entry point functionality with conditional routing with 4 ports running G.711 and some memory for custom messages. Kind of 6160lite
