Tenant-to-Route Access

I cannot seem to get my TENANT 8 to only access ROUTE 19. I have made sure that ROUTE 19 is the only one with TENANT 8 allowed, and everytime I go to dial when I switch the extension over, I get a fast busy signal. Any help would be nice.
