How to fix this issue?
 
Go to ld 137 and do a stat. See what the system reports back for FMD and RMD capacities.

Looks like the FMD for the system is possibly corrupted or possibly bad.
 
You will have to reinstall. No fix for it.

You are noticing that this is a linux call server, so backup FMD/RMD are just folders in linux FS. Do you have a recent good backup? If so just un-deploy and redeploy the call server and restore it from backup. If not might be worth collecting files from the /var/opt/nortel/cs/fs/u folder before you do anything in case any are ok (if database.rec and config.rec are good would save you a lot of time on a full system restore with no recent backup)

I'll check the /var partition
 
The /var option is usually a temporary fix and still a Linux Call Server will back up to the RMD
 
we have had a lot of the CPPM co-res systems in our network over the years and the /var directory getting full is common, especially the 6.00 software. When the /var hits 100% is will stop the edd.
I would check the /var/opt/nortel/Jboss-Quantum/conf/quantum-config/securityserver/-----both stats and logs
