Temporary Internet Files Location

I need some help. I am the tech coordinator for my school district and I have a problem. When I create a new user account, the temporary internet file location is set at C:\winnt\temporary internet files. The problem with this is that the user doesn't have write permission for this folder. So basically, they can't download and files (pdf, gif, jpg, doc) because IE can't save them to the Temporary Internet Files folder.

If I change the folder to C:\Documents and Settings\username\Local Settings\Temporary Internet Files, everything works as it should.

My question is, is it possible to set this as the default folder location using AD policies? It would save me a lot of time.
